Peoplesoft Packing Slip - Page Breaks

We are having issues with our Packing Slip page breaking.   We could have 5 items on an order and the Packing slip prints one item on the first page, 2 items on the next page and 2 items on the following page when all items should print on one page only.   I know that different freight terms can cause this, but does anyone else know what else might cause this?
