Securing Reports

We are being asked to encrypt all of our reoprts (including queries) while at rest.

Any suggestions or advice would be greatly appreciated.

Are you on Oracle Enterprise Edition? Maybe you could use the TDE for the database, it wouldn't do any good once you are in the system or once you have a DB connection, but the data files would at least be encrypted.
