Oracle Leasing Business Unit Access

We are currently working on configuring the Oracle Leasing module. We have ensured the data access set was added, business unit with location is there, but still cannot select a business unit in the configuration process. The AP and GL setup roles are also there with the appropriate access. Thoughts?
