Performance Issue - IB messages causing deadlocks

We just did our PUM updates (FIN: PUM39, HCM, PUM38), Tools Upgrade to 8.58.10 and DB Upgrade to 19c.

After we went live, we've experiencing IB messages causing deadlocks and extreme performance issues for the users. I would like to see if any thoughts and advice based your experience.
