Cash Management - Accounting entries

I would like to understand for the payments processed through PeopleSoft, should accounting entries be generated based on EFT or BSP ? EFT is based on banks confirming the receipt of our payment message but not a confirmation that account has been debited. There can be cases of rejected payments. So should we use rather Bank statements for generating accounting entries instead of EFT ? Any comments..
