Preventing Items from Showing up on Cycle Counts

What is the best practice for preventing items from showing up on the cycle counts? I know you can omit items with no QOH when the cycle counts are created but those items still show up as not counted. I tested R4102P expecting the primary location to be purged when there is 0 availability and no open orders - but the primary location remained.
Any help is greatly appreciated!
