Requisition Self Service Desktop Receiving open amt incorrect

We have an issue with RSS Desktop Receiving and can't determine how or why this is happening. The F43E11 Open amount is less than the Open amount in the F4311. The F4311 is correct. When this occurs user can no longer receive using the Desktop Receiving. I have checked the F43199 and F43121, I can't seem to find any issues with the receiving process.

Has anyone experienced this issue?
