Encumbrance Balance as of a Specific Date

This may be a purchasing questions. I am trying to create our monthly financials statements are reports in PeopleSoft but I need to be able to pull the balance on encumbrances as of a specific date and I can't seem to figure out how to make that work. Our monthly financials show the current year data and the prior year data. What tables could I use to get this data?
